A participatory process is a sequence of participatory activities (e.g. first filling out a survey, then making proposals, discussing them in face-to-face or virtual meetings, and finally prioritizing them) with the aim of defining and making a decision on a specific topic.

Examples of participatory processes are: a process of electing committee members (where candidatures are first presented, then debated and finally a candidacy is chosen), participatory budgets (where proposals are made, valued economically and voted on with the money available), a strategic planning process, the collaborative drafting of a regulation or norm, the design of an urban space or the production of a public policy plan.

About this process

A sequence of activities

A participatory process is a structured sequence of activities (e.g., surveys, workshops, and voting) designed to engage the public or stakeholders in collaborative decision-making. It empowers groups to co-create solutions, influence public policy, and make meaningful choices. [1, 2, 3]

These collaborative frameworks are essential tools for driving inclusive, transparent, and user-centric project outcomes. They generally unfold in distinct, manageable stages: [1, 2]

  • Information Phase: The public is informed about the subject matter and the goals of the initiative.

  • Debate & Co-Creation: Stakeholders share feedback, propose solutions, and engage in constructive dialogue.

  • Decision & Implementation: Proposals are evaluated, prioritized, and transformed into actionable plans.

  • Return Phase: The results and final decisions are reported back to the participants. [1, 2, 3]

Common applications include participatory budgeting, strategic planning, urban space design, and the collaborative drafting of policies or regulations
